The manager simply wants to preserve his position with the Company, but he begins to assume that Kurtz wants to steal from him. With this false assumption, he vandalizes Marlow's steamboat to keep supplies from arriving to Kurtz as some sort of payback towards him. It seems as if the manager can be looked upon as more evil than Kurtz, which could be true, but Kurtz used his evil in a more powerful way than the manager.
